Abstract

This report aims to: present findings of an investigation into the potential to apply enabling state principles to the delivery of youth services, drawing on Australian and international experience; map pathways by which service users currently access government services and which review key transition points; and, access alternative models required within consideration of the enabling state principles. The report describes models of service delivery with young people, focusing on key principles for practical implementation. These include: joined- up approaches, community capacity building, youth participation and engagement, and intentional links with research and policy.
